Medicare and Part D

Medicare is public health insurance for the elderly and the disabled. It is run by the federal government. Medicare is the second largest federal payer of HIV/AIDS care. It covers about one in five people living with HIV/AIDS who receive care. Since 1995, the amount that Medicare spends on HIV/AIDS has increased by 70%.

Medicare has several parts to its coverage and provides a variety of services including inpatient hospital care, home health services, physician visits, medical equipment and supplies, among others. Some services are automatically provided to everyone who qualifies, and others are voluntary.

Prescription drug coverage (Medicare Part D) has recently been added to the Medicare program. Although considered “voluntary”, Medicare Part D will be the best or only way for most people with HIV/AIDS to continue to access medications. Enacted in January 2006, Medicare Part D is plagued with problems.
